Make a
canvas of
any
size
you
want,
BUT
remember
your
going
to
most
likely
tile
this
texture
so
it
doesn't
need
to
be
HUGE.
then add a
new layer fill, it with a medium gray. |

then add a new layer and put a bunch of orange, dark gray and brown dots
scattered all over the canvas. |

Now, go
to filter>blur>motion blur and use these settings.
Or
whatever
looks
good
to
you.

now turn
down the layer opacity to about 65%-70%
You
could
also
add
a
small
Gaussian
blur
as
well,
but
usually
it
works
pretty
well
without.
